68.الْقَلَم

مَّنَّاعٍ لِّلۡخَيۡرِ مُعۡتَدٍ اَثِيۡمٍۙ‏

(The one who) hinders pious works very much and is a miser, rebellious transgressor (and) toughened sinner,
