اِنَّمَا يَسۡتَاْذِنُكَ الَّذِيۡنَ لَا يُؤۡمِنُوۡنَ بِاللّٰهِ وَالۡيَوۡمِ الۡاٰخِرِ وَارۡتَابَتۡ قُلُوۡبُهُمۡ فَهُمۡ فِىۡ رَيۡبِهِمۡ يَتَرَدَّدُوۡنَ
Only those who do not believe in Allah and the Last Day and whose hearts are in doubt will seek leave (exemption from fighting) from you. So in their doubt they are bewildered, lost in disorientation.
